* Note by the Clerk of the Union :

Col.
"Liabilities."—The
form of the Accounts does not contemplate keeping an account of the Liabilities) of eacJi Electoral Division for each month ; this would, in fact, involve a monthly audit of the accounts.
It is only at the end of each half-year that the amount chargeable against each Electoral Division is ascertained; and as this Return commences and ends at a period of the years different to that to which "the accounts of each Elec¬ toral Division are made up, it is.
impossible to give accurately the Liabilities, even for the year, with¬ in the time that this Return com¬ mences and ends.
But the total debits of each Division could be given from 25 March to 29 Sept.,
or 29 Sept.
to 25 March, in any year ; these being the days to which the accounts for each half-year are audited.
Not having been fur¬ nished with any form of Return, I was obliged to frame and head it as above, following the T\ords of the Commissioners,' Letter, which, I presume, followed the words of the Order lequiring the Return.
