stances peculiar to that part of the United Kingdom: And whereas His Majesty has been pleased to issue a Commission, bearing date the Fifth day of August in the fifth year of His Majesty's reign, author¬ izing and directing the persons therein named to inquire whether ade-io quate provision is now made for the Religious instruction and for the 

general Education of the People of Ireland : And whereas it appears by the First Report of the Commissioners named in such Commission, that in some Benefices there are no members of the Established Church and in other Benefices few such members: And whereas it appears bv 15 Returns laid before Parliament, that in many instances the Income of 

Benefices is greatly disproportioned to the extent of Ecclesiastical duty required of the Incumbents; and it is therefore expedient to make provision for uniting and dividing Benefices, and for altering the boun¬ daries and regulating the incomes thereof, with a view to a better dis¬ tribution of Ecclesiastical Duties and Revenues: And whereas it is just and necessary for the establishment of peace and good order in Ireland, and conducive to religion and morality, that after adequate provision made for the spiritual wants of the members of the Esta-218.
