It may be as well to explain that under 12 and 13 Vic, c. 
104, sec. 
20, Boards of Guardians empowered to apply part of the rates and to borrow money "for the purpose of deflaying or a.ssistbr 
defray the expenses of the emigration of poor persons." 

Under Lhe Arrears of Rent (Ireland) Act, 1882 (15 and 4G Vic., 
c. 
47), power was given to borrow from Public Funds on easier terms for the above purposes, and the Treasury might auihoiise the Commissioners of Public Works to make grants to Boards of Guardians for the same purposes, the total grants not to exceed £100,000, and the sums granted not to exceed <£5 for each person. 
These grants were confined to the nine counties, part of which are at present scheduled as congested, the Unions of Belmuhet, Newport, Swinford Clifden, and Oughterard, being specially mentioned. 
Under the Tramways and Public Companies (Ireland) Act, 18S3 (46 and 47 Vic, e. 
43), the limit of the grant was increased to £200,000, of which one-quarter might be applied for the purpose of migrating -'persons or families," and the limit of individual grants was increased to £8. 

The total grants made under these sections amounted to £133,172 10s.

up to 1891, when they were repealed by Section 35 of the Land Act of 1891, which established the Congested Districts Board. 

The following Table shows the total number of State-aided Emigrants from Cork in 1883-1884, and the amount of grant to each Union.
