the portion of the Curragh numbered 2, with the power of erecting butts and other necessarry works for that purpose, and with power also to divert the public road leading from Ballysax to Athgarvan. 
125. 
To enable the Crown to enjoy the paramount right of using the whole of the Curragh numbered 1,2, and 3, for the drills, exercise, instruction, recreation and temporary encampment of the troops, with power to dig gravel on the Curragh and to drain it. 

126. 
For the transfer of the management of the Curragh to the Commissioners of public works in Ireland, with power to them to appoint bailiffs, and to make bye-laws for the user of the Curragh. 
127-For insuring a more speedy and inexpensive mode of dealing with offences affecting the soil of the Curragh. 
128. 
To give power, if necessary, to the Department to which the manage¬ ment of the Curragh may be transferred, by such regulations as it may think fit, to preserve the use of the Curragh for the purpose of horse-racing and the training of race horses. 
129. 
For the appointment of a Commission for ascertaining and settling the rights of common of pasture and other rights which legally exist over the Curragh, the persons to whom they belong, and the estates in respect to which they are exercised. 
We also propose that the value of such rights should be ascertained. 
130. 
For determining the amount of compensation, if any, which should be paid to the parties interested in the herbage of the Curragh for the loss or damage sustained in carrying out the preceding arrangements. 
131. 
For ascertaining all public rights of way. 
132. 
For stopping up all unnecessary private rights of way over the Curragh, and setting out such private rights of way as shall be necessary.
