The memorial of the undersigned native of Ireland,
and resident Merchant in Halifax, Nova Scotia, humbly
Sheweth:-
That your memorialist has visited in Halifax these
fourteen years past; that having a trade with Waterford
in Ireland, he was induced to apply to the Governor &
Council last Summer, for grants of wilderness lands to
such immigrants as he might bring out to Halifax;-
that the province being but thinly inhabited, and the
price of labour enormously high, the Governor &
Council assure your memorialist, in their reply
to his Memorial, that in order to encourage his plan
of settling the unimproved lands in Nova Scotia,
the Government will grant one hundred acres of land
to each head of a family male & female, and fifty
acres to each child which he may bring out to
Halifax:-
That your memorialist, about 6 or 8 weeks ago,
called on the Mayor of Waterford wishing to be informed
if his Worship would permit those people to emigrate
as aforesaid:- that His Worship informed your
memorialist he could not suffer them to emigrate
without permission from you Sir; that your memorialist
expects to be in Waterford with his brig about the
middle of next month to proceed on a voyage to
Newfoundland and Halifax; that he is assured he will
get many passengers, they may be allowed to emigrate
and finally, as the Government abroad manifested
their full approbation of your memorialist's
projected plan to benefit that young, promising
and Loyal Province, your Memorialist therefore
humbly prays he may receive permission to take
emigrants in his brig, the Hibernia from Waterford
to Halifax and your Memorialist will even pray for
your good Health and long life.

The permission is granted, your memorialist wishes to
be sent to the Mayor of Waterford, or to Jonathan
Gatchell who will hand it to His Worship, and inform
those disposed to emigrate that permission is granted.
The answer to the memorial in Halifax with the seal
of the province affixed to it, will be shown to the
Mayor of Waterford and others desirous of seeing it.
