Sir


            I am directed by the Earl Bathurst to
inform you, in reply to your application of the
respecting the Encouragement held out
to persons who may wish to proceed to New South Wales,
or Van Diemen's Land, that Government only give
Encouragement to those who have a Capital of at
least Five Hundred Pounds to employ in the
Cultivation of Land on their arrival in the Colony.
                   I am further to aquaint you that no
free Passages are granted, and that in case (under
the Circumstances above stated) you are desirous
of proceeding to New South Wales, or Van Diemen's
Land, it will be necessary for you, in the first place
to furnish respectable references as to your Character,
and the amount of the Capital which you propose
to employ in the Cultivation of Land in the Colony.
