Mr. Dr. Smyth read & I have
answered it.
I think the bill when presented
to Congress should be to
release the Doctor's bonds-men
as they paid the Government.
I have seen the Settlement
papers but could not
give a copy without
authority of the Secty [Secretary?] of
the Treasury.
I truly hope what is
left of the rergaurd [rearguard?] are
well & happy
Where is Dr. Smyth?
