In Cork and Mayo tlie County Councils have declared main
roads. In the former three appeals were lodged, of which two
were subsequently withdrawn, and the matter is still in abeyance.
In Mayo appeals were lodged against the Council's declaration,
and, after an inquiry, we decided to uphold the declaration with
some slight modification.


In Limerick, Queen's County, SHgo, and Waterford, main road
declarations are still under consideration. The Donegal County
Council have continued the declaration made by them in 1899
of no main roads, and no appeal has been made against it.


Irregularities having occurred in the Counties of Armagh and
Clare in the procedure prescribed by our Order of 1st May, 1899,
respecting main road declarations, we made Orders regularising
the proceedings in these cases. Copies of these Orders will be
found in the Appendix. *

On the application of the County Councils of Clare, Donegal,
Down, Meafch, Westmeath, and Wexford that the limit of
expenditure on roads in the Rural Districts, of Killadysert,
Limerick No. 2, ScarifF, Stranorlar, Downpatrick. Ardee No. 2,
Dunshaughlin, Ballymore and New Ross, as specified in our
Orders was insufficient to provide for the due maintenance
of such roads, we issued Orders t consenting to the extension of
the limit. In the cases of Killadysert, Stranorlar, Ardee No. 2,
and Dunshaughlin the extension was granted for one year, in
those of Limerick No. 2 and Scarifi'for two years, of Downpatrick
and Ballymore for three years, and in the case of New Ross for
five years.


In consequence of the extension of the boundaries of the
Urban Districts of Bangor, Carrickmacross, Monaghan and
Tullamore, the areas of the Rural Districts of Newtownaids,
Carrickmacross, Monaghan and Tullamore were diminished.
Similarly in the cases of the newly constituted Urban Districts
of Ballyclare, Donaghadee, Keady and Newcastle (County Down),
the areas of the Rural Districts of Antrim, Newtownards,
Armagh and Kilkeel, in which they were included, respectively,
were also diminished; and we issued certificates fixing a new
limit of expenditure in all these cases. I


2. Extension of Urban Bo'Uiidanes.


Local Qovemment {Application of Enactments) Order, 1898,
Article 26 of the Schedule.


An Order was made by the Tyrone County Council during
the year extending the boundaries of the Urban District of
Cookstown, which we confirmed in due course. §
