30 APPENDIX TO TWENTY-FIRST REPORT OF THE DEPUTY Besides fiants signed by the deputy in right of his office there are a large number signed by him under special authorization from England. 
These include appointments to the higher offices—lord treasurer, lord chancellor, vice treasurer, chief judges, and to bishoprics, grants of land, &c., 
and leases in reversion. 
These were made in obedience to queen's letters, or letters of the English council addressed to the deputy or deputy and council. 
The larger groups of land grants connected with organised settlements had some more special sanction. 
Thus the important series of grants of land in the King's and Queen's counties, commencing at No. 
474, were signed by the deputy under explicit instructions from the queen, and in pursuance of an Irish statute, 3 & 4 Philip and Mary, cap. 
1. 
The interesting collection of grants being a distribution of the land of co. 
Monaghan among the native occupiers, beginning at No. 
5621, are signed by deputy and council under queen's instructions, after a minute report by a royal commission, whose objects and powers may be seen in No. 
5582. 
The grants in connexion with the Munster planta¬ tion come under the third class below.
